Portellus takes change management a giant step beyond IDE-based rues management systems by empowering business users to make changes to rules as well as to author new rules without the help of a programmer. IDE platforms fall short of truly empowering business analysts with the ability to write new rules that fall out side of templates or pre-programmed rule sets.

When a rule is created or updated, the BRMS calls the Rules Deployer, which automatically writes the rule into XML files in the Rules Repository. After the rules are successfully deployed to the repository, the Rules Engine is notified of the new individual rule and updates individual rules, or an entire version of rules. The Rules Engine is kept up-to-date using a version-caching mechanism.
